This is a skirt from Matsuya, made with a generous amount of fabric that could even be used for pants.
Black organza is layered over red satin.
It is very light.
The hem of the red satin has horsehair, so I think it will flutter well.
I purchased this item, tried it on, and had it cleaned, but it was a bit too big and long for me, so I ended up storing it without wearing it.
